Per Capita Tax Eliminated

We are delighted to announce that NEITHER Hanover Borough NOR Hanover Public School District are issuing new Per Capita bills as of 2023. This is the $5.00 bill that was typically issued on February 15 each year AND the $10 or $20 bill that was typically issued on July 1 each year. You will no longer owe this tax for 2023 and beyond.

We have received some questions regarding the elimination of this tax. Per Capita accounted for just 1% of the total revenue raised for the Borough and the School District through taxation. Enumeration of the rolls for this tax was abandoned by the County in 2016. Since that time, enumeration has been handled by our office and/or York Adams Tax Bureau and this process has proven to be a very inefficient and cumbersome, particularly in light of the small percentage of total reveue that was raisied as a result of assessing this tax. For the 2023 tax year, we were finally able to work hand in hand with the Borough and the School district to absorb the impact of eliminating this tax. The elimination of per capita does represent a change of income and workflow for our office, as well, and as a result, we will be making an adjustment to our office hours (detailed below).

Office Hours Update

Please be advised that due to the elimination of the per capita tax, we will be making some changes to our office hours. The elimination of this tax represents a 60% reduction in the number of bills issued by our office to be collected and administered. As a result, we are making a 45% reduction in office hours. 86% of real estate taxes are paid during the discount period, so we will leave the hours unchanged during those periods to maintain the same level of convenience for our taxpayers. 

We are changing our non-discount office hours effective July 1, 2023 to better reflect the way that our workload and traffic flow change at different times of the year and to better manage our office expenses. Cutting back our hours reduces our payroll expenses and our energy costs, which allows us to recoup a portion our lost revenue due to elimination of this tax.

During discount, we will continue to be open Monday-Thursday 8:30 AM - 4:30 PM, but during all other weeks during the year, we will be open Monday-Wednesday 8:30 AM - 12:30 PM. We will still use our scheduled full week closures to further cut expenses 

This does mean that we will run a higher risk of interim billing due dates falling on a day that our office is not open. As we have always done in the past, when a due date falls on a day that our office is closed, we will always accept that payment at the preferential rate on the next business day.
